Pretty much, yeah. It looks far more like the TNG/VOY era take on a background alien than I would have expected.

I'm guessing the continuity-concerned crowd won't have much to worry about.

What appears to be our friendly blue alien is also visible in this shot, from the front - his head and shoulders are just showing above the futuristic white car:
