It was pretty obvious after the first two seasons that Enterprise was going to have to really do something if it wanted to stay alive on it's current channel and timeslot. Things were grim. The Powers that Be decided that they would give the season a long story arch so that the show would have a premise. Obviously, that didn't work. The only reason why a season 4 came along was because its budget was cut in half and it would make a nice number of episodes for syndication.
What they should have done is add Worf to the crew in Season 3. They could still keep the Xindi storyline as it was kind of cool. But in the season premiere of Season 3 the Enterprise would be rocked by an anomaly, and some spaceship would be shooting at them. They would be on Reid alert. Then Worf would onto the bridge.
"Reporting for duty, sir," Worf would say.
"We need all the help we can get," Archer would say.
Then Worf would walk over to the helm, break Mayweather's neck as he did Weyouns, brush him aside, and take over piloting duties. It's true that that position would kind of suck, but it would be okay because Worf would get to bunch up aleins all the time on the show, so you'd still get to see some awesome Klingon Kombat.
They wouldn't discuss how Worf got on the NX Enterprise, or how he traveled through time. It would be very ambigious. Sometimes it would sound like Worf would be an anscestor of Worf and sometimes Worf would make refrence to things he did on Deep Space Nine and under Picard's command. Also, when other crew members would be scared of the new aleins Worf would grunt something like "They anywhere near as terrifying as the Borg." He would also insult people by calling them "Ferengi."
You know what? Actually, looking back, this could have worked for Voyager too. In Voyagers case I think it would be better to not focus on his entrance to the show and instead have him on the Weapon's console. No mention would be made of the fact Worf had joined the crew and everyone would talk as though they've always known Worf.
However, to keep fans guessing, Worf would mention things he did in the concurrent Deep Space Nine season. (Ie, "You look like hell." "They disarmed the minefield.")
The more that I think about it, this could have saved Star Trek: The Animated Series as well. One of hte major flaws of the series, after all, was that it did not include Commander Worf as a starring or supporting character, which ultimately lead to it's cancellation.
And you know, actually, The Original Series probably would have had a season four if they would have added in Worf. The biggest mistake the people who are currently remastering TOS was that they didn't use their video editing skills to insert Worf into the episodes.
And do you want to know why Insurrection failed? It treated Worf as a joke character. And you know why Nemesis failed? Worf didn't get to beat up enough people and did not have a sufficent supply of oneliners needed to carry a motion picture.
