It was a training mission. Maybe there was no XO, just instructors and a Captain. The cadets were expected to fill various roles as part of the training. Then...KHAN!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!
Plus, Saavik was a full lieutenant
Wasn't Saavik a JG? I think the most likely explanation for the training she's getting in the movie is that she's in some kind of post-graduate program.
Why would he need one on a training mission? There was no indication that Spock was the captain of a fully active USS Enterprise. But even if he was, whoever his XO might have been could have been on shore leave with the rest of the regulars. It didn't have to be one of the main cast. And suggesting Scotty at this point doesn't fit as well in the movies as the TV series. He spent no real time working on the bridge until he was part of the tiny group stealing it in TSFS.
It was a three hour tour. Lt. Gilligan was the XO.Still would need a second-in-command to be clearly defined in case an accident took the captain out of action.
In an emergency, it would just go to the next ranking officer. Sulu is right there. Uhura also is a commander by then. Since it is again just a training mission, barring an escaped madman hunting them down, the worst case scenario would just need someone to get them back to Earth.Still would need a second-in-command to be clearly defined in case an accident took the captain out of action.
Who says that Saavik was still in the Academy? I don't recall anything from the film that states that.
But Saavik didn't leave when Spock gave that order. Instead, she hung around to talk to Kirk."Trainees to the briefing room."

I'm not sure a Starfleet cadet deciding "ignore your commanding officer so you can tell the admiral that his test is stupid" is the kind of impulsiveness that would normally get rewarded...Yes, which I took to be an example of her impulsiveness.
I'm fairly confident it's Sulu.In The Wrath of Khan, before Kirk takes command, does anyone know who Spock's first officer was supposed to be? Saavik seemed like she was still very much in training, so I doubt it was her. My other thought was Sulu, but he was only temporarily assigned to the Enterprise.
But Sulu came aboard with Kirk and they discussed how he was just there for three weeks.I'm fairly confident it's Sulu.
Spock likely had his own five year mission after Kirk’s two five year missions (TOS TV and TMP).
During that time, his relationship with Sulu could've been like Picard and Riker.
