Thing is the BBC are being very clear about things they're not funding going forward and which things they're axing. Dr Who is not one of them.
So Far. There are far more announcements to come. It's quite plausible the new charter will not include any entertainment at all. Hell it's possible the BBC won't exist, as given the increase in people choosing to opt out of paying the tv license there simply won't be any money to pay for it.
On the other hand a new charter from 2028 onwards may stabilise the funding and then great.
