What CEO does? People in charge of companies, with the power to do so, will always move their base of operations to more business-friendly environments with an eye for greater tax incentives. Yeah, it's tied into the city's (LA's) ecosystem and it's a shame it got to this point, but they had to know this was where it was heading. He's been threatening to do this for months now. Anyone who is surprised by this really hasn't been paying attention. LA played chicken with Ellison and realized too late he wasn't bluffing. Lots of stupid going around with this one.
Ellison's been considering relocating to possibly Texas, Tennessee or Georgia. The latter makes more sense, as there's already been a large Hollywood-like presence there for many years now, centered out of Atlanta.

Who knows? Some other studio might decide to use some of those sound stages or a developer come in and remake the area which will create jobs and bussiness in other sectors of the CA economy.
(And to be fair, if/when the merger goes through, it would/will have had a worse effect on the CA economy.)
Paramount's a big name and, if I were in Ellison's shoes, Atlanta would be the perfect place to go to reignite the industry there, for pennies on the dollar, since huge chunks of the infrastructure have already been established and the residents know the industry and are probably eager to get back to work. Leverage the massive hole left behind by the Marvel withdraw and rebuild with the saved dollars in investment capital, with an eye on maximizing growth and a renewed revenue stream. They'd be on their hands and knees begging him to go there, with lots of tax incentives to go with the contract.

I always confuse the country of Georgia with the U.S. state of Georgia. Either the U.S. state should change its name, or the country should change its name.

It would be good for studios to move out of CA since a lot of work isn't done in that state anymore. It's been moving out of it for a while now. Lots of production happens in Canada and other parts of the country.

The crews, actors, and infrastructure are still here in LA, though.
You can move the headquarters, sure, but it's gonna take a while to build everything around the studio to make it successful in the long term.
That hasn't been true for a very long time. It's been moving out of LA for a long time now.
