Question about the aquatic Xindi

So yeah we have these guys, they live in water are as intelligent as any species in Trek, they have cool ships.

But being an aquatic species how could they build their ships or did others build their ships for them?

They don't seem to have dextrous limbs as we know them. Come to think of that their technology too. How did all that come about?

Let's discuss..
 
Perhaps Xindi-Aquatic technology is somewhat biological and the ships and whatnot are grown? Actually, this might be true of the other Xindi races too as a lot of the ships have organic qualities? If that's the case, it could be that non-biological technology is added to the biological "shells" to create space-going craft.
The Aquatics do have fingers on their "arms" and they are seen before control consoles on their ships, so they appear to be able to physically manipulate their environment. They may also have some measure of telekinesis?

I'll accept that as good an explanation as any
 
The Xindi were more or less unified together so it wouldn't surprise me if they had help or there was a lot of trading going on.
 
The Xindi Weapon itself was built underwater. Why couldn't the Aquatics have built their own spaceships underwater?
