The purpose of the original DS9 uniforms

Yeah, it's an interesting side effect of production realities that the Admirals and full-dress uniforms were the last ones to switch over to the new style, where you'd expect the brass and formalwear to be the first stuff to transition over, while the day-to-day outfits cycled out over a longer period.
Maybe they didn't like the "Mostly Black" look of the new Uniforms and protested by being the last ones to swap over?

You have to admit that the FC/DS9 & DS9/VOY uniforms have a very heavy emphasis on black below the shoulder line.

Except, the guy in that picture wearing the TNG uniform is a regular officer, non-flag rank. There are two of them seen in that briefing in Tears of the Prophets, the other guy seen here. Presumably they were Admiral Ross's aides, Admiral Watley's aide in Rapture in S5 also wore the TNG uniform, and that was the first DS9 episode to feature the FC uniforms.

Perhaps the grays were cleared for Frontline duty first.
