Who Is The Most Underrated Star Trek Character? and Why?

Garak (DS9)

T'Pol (Enterprise)

Nog (DS9)

Dr Phlox (Enterprise)

Neelix (Voyager)

Ro Laren (TNG)

Hoshi Sato (Enterprise)

(Apologies in advance as I had some issues getting this up as a poll)
 
Montgomery Scott (TOS). Doohan does a bang up job as the engineer and showed that he could also hold the audience’s attention in the center seat.
 
Of those, Neelix. He had potential for enormous depth as a character, and he found up comic relief in suits that looked like sofa upholstery.

I would have made some tweaks to Ro's backstory between "Preemptive Strike" and PIC, as in how she got back into Starfleet (yes, there WAS a way to do it and have it make sense). But I didn't see the character as underrated or badly used.
 
Deleted I see. Such a loss to Star Trek conversation.

Defending that little known bit character called Garik is it - think he was a Cardassian - is what we all needed right now.
 
Of the list presented, Neelix, absolutely.

The man had a tragic backstory, scrounging and having to pull some dirty tricks in his past most probably just to survive, battling with his inner demons, having seen horrible things such as the Metreon Cascade.

When he finally has a lucky break, and finds this company of kind people living in a community based on mutual trust (on Voyager) he desperately tries to ingratiate himself and make himself useful, but with limited success. There is a significant character evolution arc from The Caretaker where he's just this cynical 'what can I get out of these people, I'll just as easily double cross them when it fits me' guy, through Fair Trade, where he is halfway (seriously struggling with his conscience but still not quite able to believe these people won't let him fall no matter what) to the dependable person he'll ultimately become near the end of Voyager, where even Tuvok honours him when he leaves.

It's just a pity they mostly used him for (bad) comedic relief. But even that fits in his psychological profile. I would've loved to see more episodes of the calibre of Jetrel, Fair Trade, Mortal Coil, exploring deeper dimensions of Neelix, though.

I also love Nog and Garak, but I don't think they're underrated.
 
A lot of characters were under-utilized, but that's not the same thing.

Neelix and Harry on VOY, and Hoshi and Travis on ENT, were probably the worst.

True, but I still think Neelix was also underrated. I've read many posts of people seeing only his annoying side, whereas I think there was much more to the character than that (even if also underutilized).
 
^ That is true. Neelix was pretty well hated... Harry was just laughed at. Travis was like that first grader in the school play who dresses up as a flower.
 
Both the Jem'Hadar and the Breen in "By Inferno's Light". The Breen because he basically gave his life, possibly saved the Alpha Quadrant, and was never spoken of again.

I don't think that T'Pol, Garak, or Nog can qualify as underappreciated. Those characters are pretty well-loved or at least broadly well-liked.

And I'd put Phlox & Ro in that bucket as well.

I'd go Neelix over Hoshi. Neelix started out awful but then got so much better. Hoshi grew, too. But Neelix had a lower low turned into a higher high.

I'd nominate Admiral Cornwell (DIS).
