"Let's Get Messy " -- what did that even mean?

So they kept advertising the phrase: "Let's Get Messy " -- what did that even mean in this movie?

I mean, cute catch phrase, ad worthy (i guess)...though it felt inauthentic when said...and what did that even mean in the context of the story?

I mean, Section 31 is supposed to be "messy" -- but i didn't see it. Can someone explain it to me??

I assume it meant the team were all crazy mavericks with "what will they do next?" personalities. Rogues and ruffians.
