I like Q. I'd be the one person on the ship genuinely amused.
Q lies, misdirects and obfuscates in service to his purpose. Trusting him is a fool's errand.

What does that even mean? Though I admit I've only watched the occasional CSI episode here and there over the years and most of my knowledge of the franchise comes from Horatio Caine sunglasses memes, I still know enough to know the second season of Picard is not similar to CSI at all.
The way you're always going on with this "CSI Picard" business you'd think the entire season was like that Stargate Atlantis episode set in Las Vegas or something.
Oh, it's just meant to be a cheap joke at the expensive of PIC S2, E4-8. Mid-season, if you walked into an episode without context, it looks more like CSI than Star Trek.
I like both shows, hence the joke. 
Except it doesn't. CSI has a unique style to it which is not present in this show at all. That and aside from the Rios on ICE subplot and later Agent Wells, law enforcement is not present in the season at all. And Agent Wells seems more similar to X-Files than CSI.
Right, but say you don't watch Star Trek, but you do watch CSI. Your friend is watching Picard S2, mid-season. You sit down to watch part of the episode while you eat. What does the show look like with this context?
