I actually wonder about that. How do 'regular people' get from Earth to (say) Risa? Do they just need to have luck and find a ship they can travel on that's going that way anyway? Are there 'passenger liners' with regular services ?

I always assumed that, as in 2001, there were generally safe and not-too-expensive ways.

I sort of presumed that there are shuttles/ships that will take you to star bases close to where you want to go, and you could get a connecting ship/shuttle to where you want to go. I don’t think it would be fast, but it would get you there…eventually.
