So did the change the character's name after that was cut or did there just happen to be two different Alderaanian Senators named Bail back to back?
According to the script, that was intended to be Prince Bail Organa. Also according to the script; Bail Antillies was still named as the third nominee for the Chancellorship. So the name wasn't changed after the fact so much as the cut version of Bail Organa was reassigned as the unseen Antillies.

I can't say for certain, but I have a vague recollection of media that came out around the time of the original release still referring to the Bail from the senate scene as Organa; so it's possible the retcon (if you can even call it that considering it's deleted footage!) may not have happened until later on, presumably once they'd cast Smits in the role for the next movie.

As for having the name of the Alderaan nominee not be the same as the representative in the senate scene; I think the implication there is that like Amidala, Organa is there as part of his planet's delegation to the galactic congress. Not specifically serving as Senator for Alderaan, but as an ambassador (hence the "Prince" title.)
Also there's the fact that the Malastare representative that spoke during the session was Aks Moe (and again: named as such in the script) while Ainlee Teem is the named nomenee from Malastare. So in this it is at least consistant.

That both characters are called "Bail" may just seem like Lucas intending for that to just be a common name, but really it's a bit of a deep-cut reference. "Bail Antilles" was a character in the rough draft of ANH; a gold fur wearing Galactic Trader and resistance contact of Clieg Whitsun's, who gets arrested and taken away by Imperial Troops in a very early incarnaiton of the cantina scene (at that point it was an Alderaan nightclub.)
Additionally: "Major Bail Antilles" was a very different character in the 2nd draft; he was one of the Aquillian rangers (elite lasersword wielding warriors allied with the Jedi Bendu) that greets Luke at the Masassi Outpost, and is part of the assault on the Death Star. So basically an earlier version of Wedge Antilles (who by the third draft is called "Chewie Antilles"!)

Yes it's confusing; but Lucas hates coming up with new names, so he'd constantly reshuffle and recycle them between drafts, and indeed why not? And this is hardly the first time he's pulled an abandoned name back out from an early draft; "Mace Windy", "Valorum" and "Clegg" are all names from some of his very first notes that ended up in some form or another in the prequels . . . and the Ewok movies.

Legends continuity did later establish they were two different characters, the idea that Bail is just a common first name like John. Which, when you factor in that Antilles is meant to be the Star Wars version of Smith, then Bail Antilles is literally John Smith.
 
According to an interview he did with TheForce.net, Adrian Dunbar, the actor who played Bail in that scene, claims George told him he'd be in the entire trilogy.
 
Given Lucas' rewrites and changes that the character didn't go forward doesn't surprise me.

As for the name, you have Captain Antilles and Wedge Antilles who are not the same person so probably not meant to be connected to Organa.

A Star WARS Thread!!! I am so hyped; even as a trekkie i like star wars stuff too but more trek obviously. I'd also like to point out how much I love phantom menace.

I kmnow the popular opinion is everybody likes revenge of the sith but man darth maul---Phantom menace is absolute DOPE!!!!


 
They haven't released The Book of Boba Fett yet? I had just assumed they were going in order. With TBoBF being so important to The Mandalorian, I'm surprised they released The Mandalorian Season 3 without Book coming out first.
 
"So Kathleen calls me up and says 'Ewan, we've got some great ideas. This Inquisitor shows up at your hut, and he's about to kill you, but, bam! Reva decapitates him, and saves your butt. Most of the rest of the season is a flashback she tells you over tea. See, she felt guilty about working for the Empire all those years, but Force meditation leads her to meet up with Ahsoka, who tells her that the root cause of the problem was the toxic masculinity of the Jedi Order they and Anakin all grew up in. This makes her feel a bit better, but she's still feeling uneasy, so Ahsoka links her up with another troubled soul, Jar-Jar Binks, who blames himself for nominating Palpatine for emergency powers, until Reva points out to him the real problem was the toxic masculinity of the Old Republic Senate. So she and Jar-Jar pal around the galaxy for a while, having wacky adventures, and that brings her story up to date.

'Reva tells Obi she wishes she could undertake the Jedi Master trials, but Obi observes the real Force Mastery was the friends she's made along the way. So, Reva decides to investigate some rumors the Inquisitors had about a place called Exegol, and she finds a Sith Temple to investigate. She finds and defeats an ancient Sith ghost there, but blacks out, and when she comes to, Rey's there! Somehow, because Dark Side magic and all, time has no meaning in this temple, and she slept for several decades without aging or anything, so now she can help out Rey as a distinguished advisor to her new Jedi Order in that movie.'

It'll be the best season of Obi-Wan Kenobi ever!'"
It would be easy too see this all becoming a series.
 
Since the last one focused so much on Leia, maybe a second season could focus more on Luke.
