Worf joined, were others considered or asked?

Worf joined DS9 after TNG.
But, what about other TNG people?
Were others considered to join DS9 or maybe even asked if they were interested?
It could've been a regular role like with Worf or perhaps a recurring role?
 
There's always gonna be goings-on that we're not privy to, so I won't pretend this is a definitive answer, but the DS9 Companion makes it sound as though the story idea came about before the character choice, so Worf may have been their first candidate...


"We were not told, 'This is what you have to do.' We had to figure out what to do, and Rick Berman and I didn't really know." [...] Behr put his mind to the problem at hand, and a few days later found himself thinking about a line from Ron Moore's third-season script for The Die Is Cast. "A shape-shifter in that episode says something like, 'In the future, all we have to worry about is the Klingons and the Federation, and that won't be for much longer," says Behr.

"I'd said to Ron at the time, 'You know, we could do a whole show about that if we wanted to, how the Dominion would want to get between the Klingons and the Federation.' But the earth didn't move. Nothing shook."

Still, the idea stayed with Behr, so he casually tossed the notion at Berman, who had a much more spontaneous reaction. "Rick said, 'The Klingons - that's the way to go,"" recalls Behr. "Everybody loves the Klingons. And if we bring in the Klingons, why don't we bring back Worf?""

The suggestion gave Behr pause. Bring in a new character, or rather, a new old character? From another show? But he had to admit, it made a certain amount of sense. "Of all the TNG characters, probably the one who would fit in the best [on DS9] would be Worf," he says.

Berman saw even deeper possibilities for the character. "Worf went from being the only Klingon in Starfleet to being the only Klingon in a Starfleet that was no longer on a friendly basis with the Klingon Empire," Berman explains. It was a storyline ripe for development.
 
Going off Fifty Year Mission, Behr and Moore developed the idea of a conflict with the Klingon's based on the Founder's speech in The Die is Cast. They thought it would be a good way to appease the studio by making the series more epic. It was Rick Berman who felt bringing in Worf would bolster that effort. So probably no one else was considered.
 
Funnily enough, Worf was set to possibly guest on DS9 in season two. They wanted him to play Mirror Worf in Crossover, but the timing didn't work out. A shame, it would have been great to have him already established prior to later crossings.

How about more than just Worf (and Bashir), STNG crew did visit DS9 few times, shame they didn't have more stories together.
Imagine Sisko shouting to some Cardassian leader in 'Chain of Command', "we want Picard back immediately."

Ro was considered. It led to the creation of Kira. However, Michelle Forbes was open minded to appearing on DS9 if she like the story and role. It just never materialized

Note that both Worf and Ro were considered to either be on or make appearances for VOY as well.

Outside of that, there were several TNG characters that had a chance of being a regular recurring character like Keiko O'Brien, but never did.

Lwaxana Troi appeared twice.

Tom Riker (who impersonated Will Riker) appeared once.

The Duras sisters only made one appearance, prior to GEN. While Toral made an appearance after GEN.

Kurn also made one appearance in DS9, after his three appearances in TNG.

Interestingly, Ishara Yar was influential in the development of VOY, and was consider for VOY, but not DS9. Despite her story having a lot of crossover with the Maquis, which were present in both shows.

Also, the producers had a chance to bring LaForge and Will Riker onto the show for "You Are Cordially Invited", but they want the entire TNG cast brought on in a non-speaking role, so they scrapped the idea.
