I would normally agree, and think it would have been better served to promote him to Commander and XO, under Pike. However, Starfleet had also lost 6 ships worth of crew and cadets to Nero so the queue was probably smaller, plus a little bit of nepotism.
Again, not a fan, but I can understand it better and it's not like Kirk had no experience.
Jack was important to the Borg (he was a transmitter). Starfleet wanted Captain Seven to watch him like a hawk.
