Not at all. Riker was a full Commander and XO of the flag ship seven years after he graduated, and he had already turned down one promotion to Captain. Harry could easily have been a Lt. Commander by the seventh season had he been in the Alpha Quadrant, and that's before you factor in that during that time period the Federation was fighting a war in which heavy losses in Starfleet would have created plenty of advancement opportunities.He would probably be a Lt., but Janeway did say he was maybe thinking a bit highly of him if he thought he'd be a Lt. I think Mulgrew said she wanted to get the whole cast of voy to appear on prodigy at some point, so if the show is renewed for season 3 and beyond, it's likely that Kim, Torres, Paris, Neelix and Seven will make an appearance eventually.

Some of them, anyway. Certainly Kim, if he was sufficiently tethered to PRO that he couldn't show up in PIC. However, given the network switch, S3 is a big "if".
If they were going to do that, it should have happened when the LD bunch themselves were still ensigns. With all the LD crew now at LTJG, it doesn't make as much sense.
