What grade would you give the Marvel Cinematic Universe? (Ever-Changing Question)

That's the point: the film already has elements rarely associated with the history of Cap stories (acknowledging the MCU has not been big on tight adaptations of comic book stories or character legacies...still...). Tossing more Hulk-related elements (Red Hulk, the Leader, possibly the Banner Hulk, et al.) feels as if its crowding out the kind of story Wilson would need for his first solo story.

It's been well-established the only reason that the MCU hasn't done another Hulk film is because they can't buy back the rights from Universal, right?

Yes--Universal's distribution rights to a Hulk film prevents Disney/Marvel from producing their own Hulk solo film unless Universal releases it, as in the case with the MCU's Norton-Hulk movie. Ruffalo once mentioned (in an interview with Variety) that Universal “...don’t know how to play well with Marvel", hence his doubt he would ever star in a solo Hulk movie. That said, if the Ruffalo Banner/Hulk is forever on a raft, drifting from one character's island to another, one can imagine other MCU characters would provide a better historical / creative haven than a Captain America movie.
 
I don't see what the problem is, Steve needed co-stars in all his Sequels. Black Widow and Fury in Winter Soldier and then all the Avengers in Civil War.

Yeah, I was shocked that we were getting so many Hulk elements without Banner/Ruffalo showing up, so I'm happy to hear he might be in it.

I really don't think we know enough about the exact plot to make these kind of judgements. We've already gotten plenty of MCU team up movies where the focus is still on the title hero, I don't see any reason to assume this will be any different.
 
Also -- Did Sebastian Stan fulfill his 9 movie commitment yet? Does Falcon & the Winter Soldier count as one? If so, between that and Thunderbolts, it'll be the on Captain America production he is NOT in... so room for others to join in
 
I still don't believe they'll have four movies out next year.

Florence Pugh confirmed TBs starts shooting very soon, but Cap 4 has massive reshoots coming up in the Summer and Blade still seems no closer to reality than it's ever been.
