No, not really.

Frakes noticeably changes through TNG's seasons. I was only a casual TNG viewer and yet I could easy pick out which season based on Frakes' appearance.
I own the blu-ray set, I'll re-watch season 1 and jump to season 4 then 7 and see if you are right
 
If you pay attention to one of his first appearances his glasses also seem to control things around him, like the holograms that interrogate Emperor Georgiou. He uses his fingers to touch the rims and things activate and appear. They may be practical for his eyesight but they also appear to be connected to functions of - if not the entire facility - at least a room within Starfleet Headquarters.

I noticed that. Star Trek version of Sonic Sunglasses from Dr who
 
Georgiou asked Kovich why he was wearing glasses when they first met. His answer was "they make me look smart" which I interpreted as meaning he doesn't actually need them, he just wears them as a fashion accessory.

Of course, there is also truth to the fact that Kovich's whole deal is that he's supposed to be enigmatic incarnate, and wearing glasses is just one of the many ways he represents that.
 
A Changeling took the shape of a Xindi-Insectoid while trying to hide from members of Discovery's crew. DSC's producers changed the look of the Insectoids but that can always be chalked up to 1,000 more years of development of their genome.

Oh cool. Which episode is this because I don't recall the scene in "coming home"
