I'm just glad that managed to get one of the greatest living directors to play a bit part on Star Trek.
If you pay attention to one of his first appearances his glasses also seem to control things around him, like the holograms that interrogate Emperor Georgiou. He uses his fingers to touch the rims and things activate and appear. They may be practical for his eyesight but they also appear to be connected to functions of - if not the entire facility - at least a room within Starfleet Headquarters.
Kovich's whole appearance is meant to be off putting. He studies people and their reactions.

Georgiou asked Kovich why he was wearing glasses when they first met. His answer was "they make me look smart" which I interpreted as meaning he doesn't actually need them, he just wears them as a fashion accessory.
Of course, there is also truth to the fact that Kovich's whole deal is that he's supposed to be enigmatic incarnate, and wearing glasses is just one of the many ways he represents that.

I mean, they have to account for so many different alien physiologies that unexpected side effects keep popping up.
