If McGann actually get to have his own spin-off (maybe a limited run), I am going to die a happy man at least knowing that my favorite Doctor got to be on-screen for at least a bit.

Would love McGann to get more Who screen time.
I've been hoping for a joint Eight and Nine miniseries for ages, unlikely as involving Chris is. An Eight series would make me very happy.
If Bad Wolf is going to have anything like an all year round release schedule, they're going to have to look at specials, returning characters and spin offs.
As well as past Doctors there's loads of characters they could give some attention to - Romana, Susan, Jenny, Rani, the Bannerman Road crew, Torchwood, Unit, Jo Grant and other old companions...the list goes on.

I have just read this news and came here to post about it, but as per usual I have been beaten to the punch. 
Paul McGann is probably my second favourite Doctor even though we barely got to see him onscreen. I thoroughly enjoyed his audio stories, I have listened to them all multiple times. I used to pick up an old work mate in the mornings and we would drive to work together, he hated Doctor Who at first but I turned him in to a fan (I think?) with the Paul McGann audio stories which we would listen to on our way. My friend was a captive audience.
If we do get this series, then perhaps we can also have Lucie Miller played by Sheridan Smith? Smith is a screen actress by trade after all, not only a voice artist. The cover art of her character was also based on Sheridan’s likeness. We know that Lucie exists in canon from Night of the Doctor.
Speaking of which, here is the mini McGann special episode ‘Night of Doctor’ to help get people hyped up for this potential show:

Why on earth is anyone believing a 100% unsubstantiated rumour that is identical to all the other times that same rumour has cropped up over the years?
And before anybody says 'Tales of the TARDIS' there's no comparison between bringing someone back for five minutes and telling the person currently playing the part that they're going to have to share their time with someone who had their shot 27 years ago.

The McGann mini series can be shown in between Ncuti seasons 1-2, with the story perhaps even being loosely related to the season 1 storyline to add continuity and potentially eventually lead to a multi Doctor story starring Ncuti and Mcgann. If this format works out, then they could also have another mini series in the interim period between Ncuti seasons 2-3 with Jo Martin or Joanna Lumley, or even both?
This would all be a bit like the current Star Trek: Universe where the aim was to have a constant flow of fresh and new content so that subscribers always had new Trek to watch and did not cancel their subscriptions in between seasons.
This could all be called the ‘Who-niverse’, hehe.
RTD game plan could be "Content all the time" to keep people invested in the show
When Ncuti's first season ends then there would be something to fill in the gap so people don't lose interest.
The problem I had with Capaldi's seasons and Jodie were the breaks. They totally killed any momentum I had for the show.

They simply want to believe it.
RTD has already said - in print and on the record - that there is no active spin-off development currently happening, which ought to be enough to squash The Mirror's claim outright.
Or, maybe, there have been agreements that have been made during this time and all we wait for is an announcement. We know UNIT is all but officially announced as happening, for instance.

Well, except for Russell explicitly saying it isn't.
There will be no spin-offs financed solely by the BBC, so the money would have to come from Disney, a company currently trying to make two billion in savings and selling off completed series to other streamers rather than broadcast them. If there were any plans in the past, when the streaming money was flowing freely and looked like it would go on for ever, they've certainly been paused if not scrapped by now.
And just specifically on the McGann subject: Disney wanted to call Ncuti's first series Season 1 of Doctor Who and got their way. So until I see something far more convincing than an unsourced tabloid story, I don't see them putting money into a series staring someone who has had 10 minutes of screen time as the Doctor in the past 27 years.

Yes.
But, for now, it only applies to the Doctor Who content catalogue on the BBC iPlayer.
I'm not sure how to feel about this. Does everything have to be its own shared universe?
I hope Disney also keeps its paws off Who and doesn't make demands
