Yeah, it’s particularly odd since the only Vulcan with that hairstyle in TOS was Spock. All of the other Vulcan/Romulans had different styles.I'm really just miffed that from TNG on they gave every.single.Vulcan.and.Romulan. such thoroughly ugly bowlcuts! TOS and the Movies T'Pring looked great with her up-do, the Feamle Romulan Commander looked great with her long, brown hair, both versions of Saavik looked good with their 80s hair.
And then TNG came along and now suddenly every Vulcan and Romulan had to have the same, unflattering hairstyle. Blech!
I think the bowl cut was meant to evoke the helmets from the Balance of Terror, but yeah it makes no sense that the Romulans would keep the same style haircut.Plus it made zero sense that the Romulans would cut their hair just like the Vulcans. Not only have they been separated as cultures since the 4th century AD (according to Google), but...the Romulans don't like the Vulcans, why would they want to look like them?
There's other ways to make sure that the ears are visible.
Yeah, it really is very frustrating. The best way I've been able to reconcile it is that Romulans sublimated their passions and emotional surges in to a strong sense of duty to the state, evoking the Roman ideal of pietas, duty to family, state and the gods. In this case, it got moved in to more of a paranoia due to mistrust of both their own people and outsiders. So that sense of duty was often compromised.The whole sneaky bureaucratic Roman archetype doesn't sound like the opposite of emotional suppression

I got the impression they were attempting to have the Romulans model a common look similar to what the Chinese had soon after the fall of the emperor to Mao and his followers, along with a similar mindset.
More the mindset of "We are the People's Republic, all the people must look alike!" than trying to look like the Chinese.
