Since none of the actors are actually playing these roles I imagine it had more to do with the framing device and not having to do pointed ears in the makeup.
I can't imagine not doing TOS without Spock, unless there was a really good reason. I think that pointed ear makeup would be relatively minor compared to other things done in the commercial.
Given this was not aired in the US there is no guarantee that this has the exact same recognition right off. Not sure, but I can see the makeup or just an appropriate actor not getting cast in time.
The "really good reasons" in show business come down to time and money.
Which is why I think it might be a matter of not being able to afford Nimoy's permission and participation (who knows how much they had to pay Shatner).

Maybe, but reading the below article they spent some money on the Makeup and FX.
The money spent was probably enough to afford Shatner OR Nimoy, but not both, so they went with Shatner.
