I can't imagine not doing TOS without Spock, unless there was a really good reason. I think that pointed ear makeup would be relatively minor compared to other things done in the commercial.Since none of the actors are actually playing these roles I imagine it had more to do with the framing device and not having to do pointed ears in the makeup.
Given this was not aired in the US there is no guarantee that this has the exact same recognition right off. Maybe, but reading the below article they spent some money on the Makeup and FX.Which is why I think it might be a matter of not being able to afford Nimoy's permission and participation (who know how much they had to pay Shatner).
