As he was in the Radio 4 rep I imagine it was written before he was cast (BTW, it is also a Frost spin-off as a central character is on temporary reassignment from Denton, Frost's patch, and it's written by the Frost novelist). UFO/Space 1999 (minus the moon hurtled out of orbit) could easily be a 21st century UNIT series, especially after all the alien contact Earth had during the 20th century in the Who Universe
