Basically, it means that names, faces, and sutuations may be different, but they are the same later.
An example: a corporate CEO lays off 25% of all their people in 2000... for 'reasons'. He shortly leaves the company a few years later. A new CEO comes in 2020, and lays off 20% of all the company... again, for 'reasons'.
New people, new time, different circumstances... but still do pretty much the same things.

Absolutely.
Well, on this board it seems to work just fine.
The phrase is useful when it comes to putting things in perspective, by reminding us that what may like some new and unprecedented situation -- that has never, ever happened before -- is actually an old, familiar story that keeps getting replayed over and over. Only the surface details change, the basics remain the same.
"Oh, no! The new SPACE MERMAIDS movie has divided fandom like nothing ever before. SPACE MERMAIDS has been ruined forever -- just like the last sixteen times it has been ruined forever, going all the way back to 1972!"
It's funny. Just the other day, elsewhere on the internet, somebody posted an angry screed from some old STAR WARS fanzine, circa 1980, about how THE EMPIRE STRIKES BACK had ruined STAR WARS forever by "fracturing" the fan base. What was hilarious was just how much the language was pretty much identical to modern screeds railing against DISCOVERY, THE LAST JEDI, the latest DOCTOR WHO -- or whatever.
The more things change, the more they stay the same . . . and then some!

Its telling that a one-off comment about the trouble Tribbles were causing is more memorable than the majority of Berman - CBS Trek.
Why fight over that? Compared to certain OS Doctors, #9 and 10 are crap-assed pretenders!
Is it really more memorable or does it just seem that way because we've been rewatching that episode over and over and over for nearly 60 years?

It's always that the current writers don't know anything about (insert franchise) and are also untalented hacks to boot - unlike the genius, flawless writers who created the older entries of (insert franchise) that were released in (insert decade you grew up in).
I've seen episodes of Berman Trek (now decades old) more than one time, yet when I step back and consider the entire franchise, so much of it is not memorable and feels empty.
To you, and some other fans but not for all fans.
