He did do what he wanted. That is he wanted to do a time travel story set in modern day Earth. Maybe the stuff about Picard's mother wasn't his idea, but that came from Akiva Goldsman, who had veto powers being the show's co-creator. Kurtzman had nothing to do with this at all.
