TWOK had the Spock -> Bones katra scene, which was supposed to serve as a loophole in case Nimoy changes his mind.
If they don’t provide us with at least a glimpse of resurrection potential in next weeks episode, Shaw will most likely stay dead for good.

Unless they change their mind, like Nimoy did since he was originally going to stay dead because Nimoy was not interested (at first) and the studio thought he was done.

Hopefully Seven will bring him back with her magical nanoprobes. Hell, Picard survived a knife in the heart, Shaw can survive this. Most of the phasers this season have been set to vaporize anyway, so I think he has a chance.

Shaw wakes up in a operating room. It's darkly lit. He stumbles around in the dark. We hear clanking while he walks and red light sort of but mostly we can't fully see him. He goes to computer panel and turns on the lights. A mirror is close bye and looks into it. and yells "No, No, No" and then the camera shows all . He has been assimilated and is a Borg!

Then 5 people enter the room. It's his old friends from his ship during Wolf 359 and the head lady says something like "It's okay Liam. We aren't like the rest of the Borg. We are the Resistance. Welcome to the fight" Then the screen fades to black with the words Star Trek: Borg coming in 2024.
