The implication was that they're clones. There were even strandcasts kept in tanks next to their armour when Gideon was rolling up to his Legion of Zoom Call. The goal seems to be for them to also be force sensitive, but he needs Grogu & Pershing's research to crack that. He may even want to reverse engineer the darksaber.IMO Season 2 (droid) darktroopers were much harder to beat than than this season 3 version - was it mentioned what was inside? are these droids/humans/clones?
