Do you mean this scene about World War III?
I have heard of the name Mike Pence but have no idea who he is. Are you referring to this particular scene? These are the only gallows that I can recall in the episode but the localised context/allegory escapes me.

Ilia was a Deltan, not a sex symbol. This is why she was celibate to reiterate this fact to the audience. The atypical lack of hair as opposed to the Hollywood flowing blonde locks was likely an attempt to break the stereotypical mould in regards to the perception of beauty. Indirectly, this display of baldness combined with sexuality probably led the way for Patrick Stewart becoming a sex symbol? Perhaps Picard was originally envisaged to be Deltan before they settled on his character being French?![]()
Star Trek: The Motion Picture: The Book explains her situation more broadly.
Humans can't handle intimacy with Deltans and wig out.
It's more about telepathic interconnections than exemplary physical technique, so it's emotional intimacy, not physical intimacy, not that a human being written by Gene Roddenberry can separate the two.
I think the book said that human beings generally go insane or commit suicide after their relationship with a Deltan ends.
Telepathic "withdrawal".
Thus the need for a strictly enforced Celibacy Oath.
