Well Guinan's people were destroyed by the Borg, and she's pretty old. So perhaps Locutus has been around for ages, or even created/started the Borg. He could have used Picard as a vessel.
Locutus didn't really have enough of a personality to make that plot point worth pursuing.One could also say that they're potentially setting up the reveal of Locutus as a surviving separate personality with Data's resurrection.
