Spoilers Who is the mastermind in Season 3 of Picard?

Well Guinan's people were destroyed by the Borg, and she's pretty old. So perhaps Locutus has been around for ages, or even created/started the Borg. He could have used Picard as a vessel.
 
What makes people jump to the conclusion that Locutus is being retconned as an ancient evil or the "progenitor of the Borg?" None of that is going to happen. It may be connected to Locutus if the voice in Jack's head accidentally subtitled as the Borg Queen means anything, but it's quite a leap to assume that Locutus is any older than the Queen's attempt at creating a counterpart.
 
Locutus works because it used Picard's knowledge, both personal and tactical, against the Federation. That's what makes Shaw's and Sisko's trauma so potent, as well as Picard's guilt. HE was used. Everything Locutus was, was Picard devoid of his humanity. Turning Locutus into some ancient entity robs us of that drama and turns it into a cliche "It was an ancient evil possessing our hero!"
 
One could also say that they're potentially setting up the reveal of Locutus as a surviving separate personality with Data's resurrection.
Locutus didn't really have enough of a personality to make that plot point worth pursuing.

If this has anything to do with Locutus, it probably won't feature Locutus directly. If one of the voices in Jack's head does, in fact, belong to the Queen, then perhaps Jack (as the son of Locutus) is meant to connect the potentially scattered remnants of the Borg Collective after Janeway's pathogen. Why this is or how it works is anyone's guess. I'm still not convinced this is leading to Borg though, or why any of this would be important to the Changeling plot for Frontier Day.

Thought: Jack apparently never met a Betazoid or any other telepathic alien all his life. Otherwise they would've told him about the overmhelming darkness surrounding him. If Beverly hadn't ghosted the TNG crew to spite Jean Luc, Deanna could've helped out years ago

The suspense is killing me. Maybe the Borg have finally assimilated the changelings and are seeking final vengeance.
 
The Borg have assimilated the Changelings who, together, overpowered Species 8472, and the three combined to conquer the Suliban, and with their combined forces, they have allied with the Gorn, and now, in a coordinated attack, they will devastate the Federation—or so it would seem. At the last second, Carl reopens the gate and the USS Discovery, with Captain Michael Burnham in the centre seat, brings all the advanced tech of the 32nd century to bear, thereby saving the day (and all of existence)…again. As has been pointed out, all the other ideas, Pah-Waiths etc, require too much exposition and they aren't Picard's real nemesis (pun intended). Locutus is.

Not only Picard's nemesis, but also Shaw and Seven's and the entire Federation's :borg:

I'd been wracking my brain as to how Locutus is symbolized in Jack's brain as a red door, then it struck me on my April 5th viewing of First Contact... the RED DOOR of Sickbay the Borg are trying to beat their way into :)

And, the red in Jack's eyes is the red scanning laser the Borg use

You forgot the part where the Borg also joined forces with Control, V'Ger and Nomad, but I like your theory :techman: ;)

Well, the idea was to give each of the five non-NuTrek series some villainous representation (don’t want anyone to feel left out) BUT have the most universally admired NuTrek captain and crew save the day, as a sign of peace and unity for all Trekkies to come together in glorious harmony. Was that not Gene’s Vision? ;)
 
Jonathan Frakes in an interview a while back outright discusses a scene between him, Brent Spiner, and John de Lancie that has NOT been seen in Picard at all yet, and there's absolutely no Season 2 story context where such a scene would've been filmed and cut: Star Trek's Jonathan Frakes Talks Friendship With John De Lancie And Teases A Picard Season 2 Scene With Him | Cinemablend

Which means Frakes had to have shared a scene with de Lancie and Spiner in Season 3. Yes, Frakes claims that Spiner is "playing Soong" in the interview, but he probably was lying to cover up Data's return. The fact of the matter is, Frakes claims he played a scene with de Lancie and Spiner and it has not been seen yet. Q is probably in the end of S3.

EDIT: It's possible now upon reading what Frakes actually said, he was talking about directing de Lancie and Spiner.

The evil mastermind behind the curtain is gonna be...the Pakleds! They kept stealing and evolving into the most powerful race in the galaxy and now want revenge on the Enterprise and its crew for tricking them.
