Croft's concept art included the additional texturing and detailing and the more severe angle/longer shoulder strap from the beginning;

Not quite. The paneling on the shoulder goes all the way down to the flap on the jacket in that drawing, meeting the paneling on the other side at the bottom of the collar, but on the final version, it's higher up, ending at the collar only a little below the shoulder, matching the "present day" version of the textured patch in size and angle. Then the corner of the flap was brought down so it would be parallel to the edge of the textured part (and not to the shoulder, like in the original version and this art), so the strap had to be longer, and that's how you end up with it looking like his jacket was too small and he had to stretch the clasp out.

I can see how it happened, I just don't agree with that solution to the mismatch between the concept for the update and the TOS version, the leathery arms are weird enough on the jacket as it is, if they were going to add it anyway, lean into it, make the patch bigger, suggest that they'd just keep growing out of control in this version of history and Romulan War Timeline Picard would be wearing an entirely snakeskin version of the TNG season 1 uniform. Having said that, it's definitely a more successful recreation of an old costume than PIC's FC and TNG uniforms, which were consistently oversized, lumpy, and for some reason had the tabs on the zippers sticking up all the time.

Can't wait for them to do a Stargazer show set in the 2340s or so and set certain segments of the fandom off by completely redesigning the uniforms of that era. :lol:

I've never been overly convinced about the "Monster Maroons" as an everyday service uniform so if they address that I'd be cool with it.

Nixing the "Monster Maroons" as the dress uniform OTOH I'd be a little more peeved by.
 
Even the monster maroons evolved/de-evolved over time. The turtleneck undershirt eventually became just a tee-shirt before disappearing altogether, and eventually the big belt & buckle was eliminated too. By the time it was finally retired, it was a watered-down version of what it originally was, IMO.
