I think the fact that Janeway was named dropped in 'imposters' as someone that Ro trusted and tried to get help from is important. Knowing Janeway, she probably has her own secret investigation going on. I reckon we'll see her show up and the end of the season leading some much needed backup to help the Titan.
I believe we have one named Worf.
True. I’m still hoping for an appearance by Starfleet Commodore Kira Nerys.
I'm pretty sure that someone who had seen the entire season (maybe RMB?) said there was more to come. Honestly with the way the plot is going, Picard is going to have to get some help, especially if going by the trailers:

yes, but if you look on Reddit and other non-Trek sites, people have been pretty meh on The Mandalorian S3, whereas Picard S3 has continued getting rave reviews. I do think Picard has a viewership limit though, since the whole premise would be hard to gain viewers that haven’t watched TNG

Well yes, I agree. I’m not talking about reviewers, just the general public. And also responding to something somebody posted a couple of pages ago.
It was a general question to those who put stock in reviews.
Curiosity will be my downfall some day.
I love Sisko.
But the last character I want to see is Ben Sisko.
I think any appearance by him will ask far too many questions that can’t be rectified in an easy manner. I’d much rather see Kira in his stead.
I’m guessing Jake Sisko, The Doctor and Kira. Janeway is a maybe but I feel like all the mentions are just mentions. I believe Matalas when he says she’s not in the show.
I would love it and it would be the ultimate “get” if Matalas somehow talked Avery Brooks into showing up. But I just can’t see it happening.
It would be fun if they double dipped on the live action Lower Decks and we got more Mariner and Boimler but I can’t see it happening for the same reason as no Janeway.

It was mentioned in 'Rapture' that when Bajor joined the Federation, the Bajoran Militia would be absorbed into Starfleet. This would mean bajoran officers would be given starfleet ranks equivalent to bajoran ones. Kira could have worked her way up, but i don't see ger being the flag officer typeHow can she be a Commodore, she never went to Starfleet Academy.
