"Bill" and "Will" are accepted, common, nicknames for "William." We don't know what Riker preffered but everyone pretty much always called him Will unless they were being formal, so we can draw our own conclusions.

Seven wants to me called Seven and doesn't identify with the name "Annika" and the two names have no connection beyond being assigned to the same person.

She's being deadnamrd, pure and simple. This isn't using a name that's so commonly used in place of her regular name (like calling her Sev) someone making a slip of the tongue on a nickname heard earlier or... referencing... A name to a character she has in a different movie/show (I mean... Huh?)

This is taking a name she disassociated herself with, that probably gives her painful memories, and smacking her in the face with it. It's insulting and only equatable to the same thing in ten Trans Community. Full stop.

Realize it.

Yeah Kurtzman introduced Jim Kirk who witnessed a massacre as a child and was obsessed over finding the man behind it. And speaking of obsession there was also the cloud that killed his captain. Man that one stuck in his mind for decades.
He also must have introduced Spock's bullying.

But Kirk didn't let it get on the way of his duty before and after that episode. His ship and crew came first.

She cannot be blamed or held responsible for actions she had no control over.
 
I think people are overreacting about the name change. The captain probably didn’t demand that she change her name since that wouldn’t be allowed. He probably requested that she did and she reluctantly agreed.

MCCOY: Jim, Spock's simply trying,
KIRK: I know what he's doing, and I don't like it.
MCCOY: It's his job, and you know it.
Kirk also deliberately set it up so the Karidian Company would have to be on the Enterprise. Placing Riley in danger.

And in Obsession Spock and McCoy both question Kirk's fitness
KIRK: I can't help how I feel. There's an intelligence about it, Bones. A malevolence. It's evil. It must be destroyed.
MCCOY: To be so obsessed.
KIRK: Obsessed?
MCCOY: That you could destroy yourself, your career, a young boy who reminds you of yourself eleven years ago.
KIRK: Don't push our friendship past the point where I have to take official
MCCOY: I'm not, Jim. This is professional, Captain. I am preparing a medical log entry on my estimation of the physical and emotional condition of a starship captain. Which requires a witness of command grade.
(McCoy goes to the door and opens it to admit Spock.)
KIRK: Do I take it, Doctor, Commander, that both of you or either of you consider me unfit or incapacitated?
SPOCK: Correctly phrased, Captain. As recommended in the manual. Our reply, also as recommended, is, sir, we have noted in your recent behaviour certain items, which, on the surface, seem unusual. We respectfully ask permission to inquire further
Of course it was episodic TV, so no there was no foreshadowing. Stories were done in one. But if we treat these characters as real, then both incidents will inform who Kirk is.

Given the demeanor we seen of Shaw I doubt it was a friendly, informal, request. He demanded it.
 
Yeah, he probably made it a prerequisite of her serving as First Officer on his ship. "If you serve on my ship I don't want to hear that Borg number being spouted. The Borg were our mortal enemy until fairly recently so you're Commander Annika Hansen."

And it could have gotten even ruder than that.
