Spoilers Starship Design in Star Trek: Picard

It's exactly like with the new Stargazer where they couldn't make up their mind if it's a new ship or a refit of the original Stargazer.

To be fair if you only watch the show, it just comes across as a brand new Stargazer, it’s only if you pay attention to behind the scenes stuff that there’s any confusion. I expect the new season will play out largely the same. I doubt there will be any talk of spaceframes or refits, it’ll just be “look at this new ship that’s got the same name in honor of Riker’s old one.”

Probably because the ship is just too sexy now.

Here's a comparison of all three models (season 1, STO, season 2) from approximately the same angle:

All the versions are great (the 4 original included), it just needed a little time and TLC for close-ups. The new re-design is excellent, though I prefer the grating in front protecting the navigational deflector. It really fits the dialogue.

Other than that,

They called it a refit, but the ship was completely rebuilt, Decker calls it almost a completely new ship.

And in that case, the TMP Enterprise was built from the original frame of the TOS Enterprise. The PIC Stargazer was not built from the original frame of the old Stargazer. So somebody's not being consistent in their terminology. And if I had to guess, that somebody is the PIC producers. Because a brand-new ship that uses zero components from an older ship (dedication plaque in the ready room notwithstanding) would not be a 'refit.'

USS Voyager, USS Pioneer, USS Enterprise-A,USS Excelsior are confirmed museum ships.
There's another short snipped in the end credits in which we see an Intrepid, Connie-Refit and a Defiant circling the ship museum/spacedock. Could well be the second USS Defiant (Defiant-A?) earned its rank and was put into the museum instead of being scrapped.

And there is the USS Constance, a Constellation-class starship with a registry number that is significantly lower than the prototype. As the Constellation has registry NX-1974, this ship has a registry of NCC-1038. It is probably smarter and safer to stay away from the room where registry numbers are discussed and debated for a while.

I don't understand why Matalas and the production team are obsessed with term "refit"???!!!

They had to make up some silly and stupid backround story about new cutting-edge technology that turns an old ship into a new one. What is the purpose of all this? So much work and effort to leave Riker's Titon skeleton for Titan-A.

Today, when you build a stadium, it is much cheaper and more efficient to build a completely new stadium than to upgrade the old one. And why use an old skeleton in the 25th century, in the age of replicators, unlimited sources of materials and unlimited sources of energy??? Doesn't the skeleton also lose its quality and stability over time due to wars and battles? Totally unnecessary.

From the plane, you can see that Riker's Titan and this Titan-A have nothing to do with each other. Totally different concepts. They differ as much as Sisko's Defiant and Enterprise-D differ in design.

So, for this episode, I have this list of ships:
NCC-80107 (end credits; ship in the non-canon is identified as the USS Ganymede of the Luna class)
USS Appalachia (NCC-52136) (end credits)
USS Constance (NCC-1038) (end credits)
Earth Spacedock
Shuttle 03 (it's name is Saavik, according to next week's preview)
Shuttle 05 (transport for Riker & Picard to Spacedock)
SS Eleos XII (NAR- ) (Can someone do something about this, and get its registry?)
USS Enterprise (NCC-1701-A) (end credits)
USS Enterprise (NCC-1701-D)
USS Enterprise (NCC-1701-F)
USS Excelsior (NCC-2000) (end credits)
Fleet Museum
USS Pioneer (NCC-1500)
Shrike
USS Titan (NCC-80102-A)
USS Venture (NCC-75306) (end credits)
USS Voyager (NCC-74656)
USS Voyager (NCC-74656-B)
* Note: This is a Pathfinder-class ship from STO.

Four starships with NCC registries (end credits)
