I would like Palpatine to appear, but just have him be on a broadcast going out to the galaxy, or something like that. Doesn't need to appear in person. But just so he is a "presence" in the story. Doesn't have to be but I'd like to see it.

Then it'd also be easier to do for McDiarmid to do, however they did the scene in Obi-Wan. Hell, can't just CGI everyone's face and voice now anyway, so do they even need to get the actor in for stuff like that anymore

They do have to get an actor in there for the face mapping as well as pay for the actor and then the digital construction. So, it's all a matter of how much money they are willing to spend and on what in Andor. Thus far, Palpatine doesn't seem high on the list.

That's sort of where I was going when I said I would like to see him in the show as well. A presence. Like a shadow hovering over all that is happening but rarely getting directly involved in the details.

And if they don't show McDiarmid as the Emperor they can always have Palpatine issue an order or a decree that is read before the Imperial Senate or in the ISB meeting room. Seeing Yularen return with a datapad containing the order or decree would be cool.

Am I the only one who just gets the feeling of the Emperor whenever the ISB is functioning? Like, their operation is his presence, enforcing his will on the Empire.

Yularen has the ear of Palpatine. He's definitely high up enough in the chain of command to be the Emperor's voice in the ISB.

It's kind of wild how much diegetic music Star Wars has accumulated in just the last few years after decades of basically just the Cantina band's set, and Lapti Nek (and sure, "Yub-Nub", I guess?)

Only if in said broadcast he looks like this. I like the idea that his very rare public appearances are all shadow hologram deep-faked to make him appear as the kindly old statesman persona he maintained back in the Republic days.
Even better if hardly any of said appearances are even really him, but a shadow hologram droid, akin to those creepy Operation Cinder messenger droids. Sidious never struck me as being all that interested in actually running his own Empire, so I totally buy him not even bothering to show up to anything public unless he absolutely has to; mostly because he doesn't need to.

They basically already did that. Yularen literally said he'd just spoken with Emperor Palpatine before announcing the new sweeping Empire-wide expansion of the ISB's authority and Imperial judicial guidelines. Those changes clearly either came directly from him, or got his seal of approval.

Yularen has the ear of Palpatine. He's definitely high up enough in the chain of command to be the Emperor's voice in the ISB.

Which is why ISB has that shadowy feel to it. The Emperor's presence is there even with ISB. And, it gives a new take to Yularen's role in STAR WARS and REBELS.

The guy that ordered the heist, as revealed in the episode did it exactly to provoke the reaction where people will suffer in order to build up the resitstance. That's not an act of good, or grey, that's streight out Evil.

It's much more complicated than just "evil versus evil" as you say. Luthern is trying to start a rebellion and thinks the provoking the Empire will be worth it in the end, despite the short-term suffering it will cause. You might not agree with this but the show presents both sides with him and Mon Mothma and asks the viewer to consider if what Luthen is doing is worth it or if there's some other way to go about things.

Manipulating other in to doing Evil things, is the obsolute Evil. He nurtures the evil that is deep with in the Empire, but yet not taken roots. If this is the root of the rebelion, than it's roots were corrupt from the begining.
Really looking forward to Mon Mothma actions and see if she can turn things around.

Any act of rebellion is going to be provocative by its nature. Whenever the Rebel Alliance actually starts to, well, rebel the Empire is going to respond and innocent people will suffer. I can't really see a way the Rebel Alliance can act without people dying. You can argue that Luthen has acted too fast or whatever; it's fine to disagree with what he's done. But the show pretty clearly presents sound reasoning behind his actions and it's far from being as simplistic as him being "evil."

The Empire announced itself by murdering thousands of Jedi. In this very episode we saw Cassian's father publicly hung for something he dind't do. We saw the Empire planning the ethnic cleansing of the Aldhani people in the previous arc. I think it's fair to say the evil has already taken roots.

There's such a thing as wilful ignorance. It's not that most people are being kept in the dark, it's that everyone is too wrapped up in themselves to care.

This show has shown us the various strata of Imperial society and just how pervasive the sense of apathy and self-involvement is.
At the top we have Perrin; he's privileged, in a position to learn all about the hardships foisted on the less fortunate subjects of the Empire and even do something to help...but he simply doesn't care to. Much more interested in his own personal comforts and entertainment.
Next you have the Karns, who are very much of the middle class and even less interested in the hardships of others. Consumed only by their own station and means of advancement.
And at the bottom you have Skeen; who knows exactly what's going on and has decided that the only person that matters to Skeen is Skeen, and he'll step on anyone else to get ahead and never look back.

Still puzzeles me thou why they had so few personal stationed at Aldhani. Must be one of them "flaws" added to the Empire so they could fail at the end. Still the Empire looks so weak.

It's a very minor staging hub in the process of expansion. If anything a garrison of 40 to protect 1 vault and 1 box freighter seems a mite excessive. And that's not taking into account the personnel stationed at the airbase.
The only thing that confused me about it was the seeming lack of any droids.

The amount Cassian took (around 300k) was enough to live comfortably. So 80 million is a lot.

And also how ruthless they are in flashbacks to the Night of a Thousand Tears on Mandalore in The Mandalorian.
