I think either the original writers guide or the Whitfield/ Roddenberry The Making of Star Trek book, mentions that the 1701's crew was one-third female, so I guess they just kept to that.I always found it strange that there was an unwritten policy to have twice as many men as women that carried through until Discovery.

Yeah, they mentioned the same ratio for the NX-01, which I guess we can say tracks for being Starfleet’s ratio through TOS at least.
