They were not so far removed from the Separatists and world's had to be united with promises of political power.And why did Palpatine take so long in breaking up the Senate? By the time ANH, Vader is probably emboldened enough to kidnap her because he knows the senate is all but gone. He tells Tarkin "He is here...." and Tarkin knows who he's talking about so Vader might have said to Tarkin earlier "Bet you any money now we have Leia, Obi-Wan will turn up...."
