Probably for the same reason they used April Grace to play a different character than Hubble that was in TNG and DS9, in the first episode of the season. It happens. Often times it happens a lot.Why get that actor back if he's not Ducane?

Wait a minutes, how many episodes that Star Trek Picard season 2 has? I thought it will over in Episode 10.It’s a scene from a trailer released long before the season even started airing.
Plus, given that there are still 14 episodes left of the series, it was unlikely that Picard was going to die.

Why not both?I fail to see how it would be a Easter egg. There might be a legitimate reason what it could be him. Star Trek should be using their lore. Not ignoring it and making up new stuff that doesn’t make much sense
