Looks like whatever division of the LAPD this is has their interview room located next to evidence storage. Not a very helpful arrangement as you wouldn't want your witness/suspect interview to be constantly interrupted or overheard by people conducting their business in the next room.

I'll go one step further than the recommendation above and say I hope it's Ducane from the future using the fake name Detective "Dutch" Wagenbach from The Shield.

Plus, given that there are still 14 episodes left of the series, it was unlikely that Picard was going to die.

He's very much typecast as a detective like that.
There are lots of former Trek actors who return in different roles. I personally think he’s just a guy and not some undercover 29th century time cop from one episode of Voyager despite playing that role once 20 years ago.

Picard spills the beans and tells Karnes during the interrogation: "The future has been altered, and I'm here to save the entire galaxy" (first 6 seconds):
At 0:17, Karnes whips out the Confederation communicator, and presumably throws it on the table and asks him to explain it. In another trailer, Picard actually moves his hands towards Karnes, showing him he's sincere and ? willing to get arrested.
Would definitely not be surprised if his name is Ducane on the show, a distant ancestor like Renée Picard or Adam Soong, classic Star Trek.
Recent plot descriptions say this scene is in episode 8, where Picard and Guinan are being held in FBI custody. So the other guy, regardless if he's Jay Karnes or not, is presumably an FBI agent and not Ducane.
Isn't that like wondering why DS9 introduced Gul Dukat instead of using Gul Macet?
I do wonder that.
If DS9 had used Macet instead of introducing Dukat, then presumably royalties would be due to whoever wrote "The Wounded" every time Macet was mentioned. Much easier to invent an all-new character, then they don't have to pay anyone anything.
