Honestly, they didn't even need Guinan in the 21st century. The Watcher could have detected these errant transporter beams into the city, gone to investigate them, and just run across Picard.She delivered Picard to the Watcher, as requested, and then left, to get on with her own business, when the Watcher's human puppet made it clear she was not welcome.
The only criticism of this episode is its length. Surely it could have been ten minutes longer? Did they not have enough footage? Or maybe it was ultimately considered redundant? Or maybe some will be held back for future episodes a la some of Q's scenes this season?

This got me thinking about Quinn from Voyager, if the confederation timeline happens, perhaps this means he never kills himself and sets up some feedback loop since even though the Q exist outside of spacetime, the events of one starship had an influence in freeing him and allowing him to kill himself (with Qs help) therefore to rebalance the books our Q ends up becoming mortal and has not realised the paradox he has set into motion.Q has lost some of his German power as his voice actor is already dead.
