Spoilers Who is the Borg Queen?

Two thoughts

1) When they detected a transporter signature, why did they assume it was the Borg queen coming? The Borg just said they were sending an emissary, not their queen. Did I miss something?

2) Since the figure's face was covered up, maybe some of the things that the figure said (like "Look up") were all in Picard 's head.

You seem to have missed the last portion of the Borg’s dialogue about the emissary:

Borg Legion said:
We will send an emissary. We will offer our queen.
 
Interesting to note that this is the first time we've heard the Borg Collective itself identify their queen by title.
 
I think the Black Queen is Seven, too. She called him Picard, as was mentioned before. The Old Queen called him Locutus. I think this is Seven due to some timey-wimey stuff. Possibly having to do with when she was briefly a Queen or whatever that was back in season 1.
 
It might not be anyone we thought it would be.
At this point, and given Picard's flashbacks... maybe its his mother... or more specifically, a clone of her, with some extrapolated memories from Picard during his time as Locutus.

Its possible the Borg genuinely wanted to make peace, but had to instigate this whole situation to set the events into motion due to the temporal issue that arose.
The whole last bit with the Borg was weird. Not a typical assimilation attempt, and they said there is no more time...

At any rate... 7 of 9 could end up being that queen, or Picard's mother.
 
Assuming the masked Borg is a 'good' Queen for some reason, trying to send Picard back to do something to help both the Borg & Fed & repair the timeline somehow. For some reason, they had to do it real fast so she took over the ship to acvomplish it instead of just telling the truth.

The writers will probably notadequately explain why, but the primary reason is plot trickery & generating tension.
