This is an example of writers not understanding what they're writing. A 200m seismic shift would be catastrophic for not just "the region". That would pretty much kill everyone in the LA basin (10s of millions!), and cause significant damage to Southern and Central California. 200 cm is more likely, and even that is a huge shift.JANEWAY: Have you ever been to southern California, Chakotay?
CHAKOTAY: No.
JANEWAY: After the Hermosa quake in 2047 this entire region sank under two hundred metres of water. It became one of the world's largest coral reefs, home to thousands of different marine species.
According to floodmap.net, this is what 200 m of water would look like:

Yes, but it's not a city. I guess sometime in the Trek future, it will be.

The shot with the "Greater LA" plaque is in the alt 24th century, he's got black jacket on when they show it (matching the jacket when he's inside with the Andorian).
Guinan could be running a secret bar on Earth for all of the non-humans I suppose.

There's a book behind the bar titled "To Serve Andorians"..I mean even the Terran Empire had alien officers. This Alt Federation could be the same.
I think she had that bar at that specific address so that Picard could find her, but no one else would find it suspicious.
Maybe her bar is in a trap street like the hidden street in Doctor Who that had aliens
I really like that idea.I do wonder if Guinan just magically manifests a "10 Forward" wherever it's needed, a bit like the Captain's Table bar from the novel series.
Poor Bush, I think this song (from his stoner days) intruded in his head."Fool me once, shame on...shame on you. Fool me—can't get fooled again.”
