You have to convert the .gif to a video file. You can do that here: https://ezgif.com/gif-to-mp4 Then you need some kind of program to do a video desktop. I have a desktop enhancement software bundle called "Object Desktop" with a program called "Deskscapes 11" allowing you to do video desktops. My usual desktop is an animated interior of the Millennium Falcon cockpit as it comes out of hyperspace and zooms up to Earth.
I'll check all that out but don't feel super confident I'll be happy with a few flashing lights on the picture if I get around to trying it.
Back in the day, I downloaded a mod for Bridge Commander that let you fly the NX, and it was a lot of fun.
