Should Lower Decks reference modern Trek?

It would be hard for Lower Decks to reference Discovey because the first two seasons have been classified and the third season onwards takes place 800 years after Lower Decks.

It would also be hard for Lower Decks to reference Picard since PIC doesn't happen for another 18 years and -- being part of the back end of the Fleet -- the Cerritos wouldn't be on the front lines helping the Romulans try to evacuate. I don't think that's what the ship would be doing.

I thought up a bit of a neat one that would tie-in really closely with a season 3 Disco episode. The episode where Linus the Saurian was having trouble figuring out his new personal transporter and kept popping up at random spots on the ship at inappropriate moments, Lower Decks could tie into that by just having Linus randomly pop up on the Cerritos, look around, and ask "where am I even at this time?" before tapping his badge and beaming away.

Lower Decks has skewered Picard's/Michael Chabon's wish-granting tech (the Cerritos crew had to deal with a sentient wish-granting anomaly).

Mike McMahan has said it's tough to skewer something like Disco because the show is so new (it's so new the episodes haven't been seen 50 million times yet like the rest of the franchise).

FWIW, the RITOS shirt is now available at startrek.com (Thank you, Mike McMahan :) ).
