Well, I think the other EMH's were on screen for a little less than a season, and Dr. Chapel spent much of her career as a "nurse" and never a "chief medical officer." Culber is just there for Discovery representation.Being old school, I obviously went with the four main doctors of TOS, TNG, DS9 & VOY.
Pulaski was only a one-season fill-in and she seemed too much like a colorful metaphor, especially the way she treated Data like second-class crap.
Since I'm only lukewarm to ENT, Phlox never really seemed interesting and I don't even remember too much about him.
Ditto for J.J. Trek McCoy. While Karl Urban did a good job in his portrayal of him; but in the end it is just one man's interpretation of Trek and not the one I care for.
While I think Boyce was a very good pre-McCoy being both a curmudgeon and Captain's advisor, we know nothing more about him beyond his one appearance.
Have no idea who or what a Hugh Culber is.
But since you included at least one one-hit wonder, where is Dr. Piper, the various different version of the EMH Mark I, the Mark II, to say nothing of Doctor Chapel?

I am not including animated characters (which would include characters that were exclusive to TAS). It simply isn't the same thing...It just seems like you're making these lists specifically to discount or exclude Lower Decks characters,
It seems entirely appropriate to seperate the Kelvin characters out since many of them were played very differently from the originals. Some on here have even requested that I do so...and also try to push the Kelvin version of the characters as their own thing separate from the originals.

These polls have garnered a good deal of participation and spawned some interesting conversation, so they are clearly not "arbitrary" to everyone. They have also been consistent in including all phases of live action Star Trek.Just when your polls are arbitrary and inconsistent.
