No, it's what most of human creativity has always consisted of, from Ancient Greek plays based on mythology to Shakespeare plays based on previous literature and history to the countless movies over the decades based on books, plays, or true stories. The idea that Hollywood doing new variations on old stories is somehow a recent trend has been around for literally almost as long as Hollywood has existed, and it's as much a load of crap now as it was when I heard people saying it 30 years ago.

Not to mention that many of the films recognized among the greatest movies ever made are adaptations of previous works. Casablanca? A play. Citizen Kane? A real person's life. The Godfather? A novel. And so on. What matters isn't where an idea came from. It's where you take it from there.
 
Hell, the Judy Garland version of The Wizard of Oz was already the 3rd or 4th adaptation of the book, and that was back in 1939. If anything, I think we actually get more movies not based on something else now, but nobody cares about them, because most of them are small movies that end up overshadowed by the big franchises. And the few times they have tried to put a bigger budget behind something original, it's ended up bombing at the box office, while the latest comic book adaptation set a box office record.
 
And we know Tim Allen can modulate his voice to sound more serious and "lifelike," the way he spoke in Galaxy Quest, for instance. An air of authority but not too serious.

Wow, I'm genuinely shocked at how many people aren't understanding that this is the movie within the movie, so to speak.

Which means not having Tim Allen isn't an issue, not even a little bit, and has nothing to do with the cartoon series either.

I just watched the trailer and it looked amazing to me. I haven't even seen the last few Toy Story movies but I'll certainly see this.

But that would mean, when the movie was being filmed, the toys on set were sentient.
 
This is exciting news!
Hopefully they'll churn out some cool spaceship merch. We got a lot of new science fiction stories in the last ten years but few brought out ship models. Previous Star Command stuff is limited to a rucksack-sized spaceship and a LEGO model.

Whooooaaahh. Would that mean Pixar exists in the Toy Story universe? If so, what was their first movie?
 
Are we sure that there are no sentient toys in the movie?
Buzz seemed to be quite freaked by the cat toy and it got a close up shot like an actual character would.
Might’ve misdirection, but I wouldn’t rule it out yet.

But if it's an in-universe movie, then its makers wouldn't know about sentient toys and would have no reason to include one in their story. And the toys wouldn't move or talk when people, e.g. an entire film crew, were watching.

In the scene where we get a close up of the cat it acts more like an AI or remote controlled robot than a living toy...

Yeah, it didn't move like a "living" Toy Story-style toy, but more like a simple mechanical toy. My guess is that the scene in-story is just Buzz being startled by a mechanical toy making an unexpected noise, nothing more than that, but it's metatextually a wink to the fact that it's a Toy Story spinoff, just a brief Easter egg that doesn't break the conceit of the movie.
