My scenario... after Janeway makes admiral, either Chakotay or Tuvok take over as Voyager's captain, and they make Harry their first officer. Voyager happens to be in the sector when Freeman is taken, so he is assigned to command the Cerritos for the duration.

Before he departs (upon Freeman's exoneration), he and Boimler share a moment, and he reminds him that he knows what it's like to have to wait for a promotion.

I think that's somewhat up in the air? The non-canon tie-in novel The Last, Best Hope has him promoted to admiral in 2381, and that is supported by a picture of him in admiral uniform, holding the infant Thaddeus (born 2381) in "Nepenthe".

In any case, I doubt he would want command of a ship as (relatively) insignificant as the Cerritos. Even if he were still a Captain, he'd want a major ship of the line, like an Akira, Galaxy, Sovereign, etc.

IIRC, Picard is promoted to Admiral specifically so he can lead the mission to rescue the Romulans. That doesn't happen for a few years yet - the supernova has yet to occur (although it is possible that warning signs could be popping up).

And I'm also fairly sure that neither of the Rikers' children have yet been born.

According to "Napenthe", set in 2399, Thaddeus would have been eighteen years old by the time of that episode. That would place his birth in 2381. Of course it is possible that he was born after LD season 2 (especially since the stardates indicate that only half the calendar year has passed)

Yeah, personally I lean towards the "warning signs popping up earlier" idea. But to my knowledge that isn't explicitely canon. Then again, since we know Picard was an admiral in 2381, and we know he got promoted for the rescue mission, we could infer that Starfleet knew the super nova was gonna happen as far back as 2381.

In my head canon, I assume the reason we didn't see Deanna in either episode set aboard the Titan in season 2 is because she was off on maternity leave. Which would mean Thad has been born by now.
