I'm pretty sure that Genevieve Bujold left of her own accord, Mulgrew had nothing to do with it.
(Mulgrew was hurriedly hired AFTER Bujold informed the producers she was quitting)
Bujold departed because she didn't like the 12-18 hour daily grind of making a TV series.
She also felt that the producers weren't completely honest with her about that grind.

I guess it depends on whether they turned Voyager into a museum like they did in the timeline that Admiral Janeway came from. Maybe we'll get Voyager-A
considering by the 3187 we're at Voyager-J, I say that might be possible. I wonder if Tom Paris is his first officer.
According to twitter post Chakotay's first officer appears to be an Andorian character. I imagine that if Robbie McNeil was coming back, they would have announced it at the Prodigy live panel along with Robert Beltran.
Fun fact; in the novels set after Voyager's return, Chakotay is captain of Voyager (not -A), with Tom as hit first officer. Tuvok is on Titan with Riker, and Harry is finally a luitenant and is now has Tuvok's old job.
Novel facts are best facts. To expand on this, Voyager and a small fleet are later exploring the Delta Quadrant. It would be a lot of fun for the Protostar to run into the whole fleet!

I don't care for holo-versions of characters who have an ongoing existence, so if Chakotay is still alive, I want no Holotay. I'm not enthused about the holo-Janeway either as opposed to the real Janeway. However, I do love Mulgrew, especially her voice, so I can live with it.
Thinking about it, I think Janeway would be reluctant at best to have a hologram based on her. Having lived with the Doctor and seen him grow as a person, would she really want to have the potential for a sapient holographic incarnation of herself running about?

I'm willing to bet that they meet the real Janeway before the end of the series. I'm guessing this show is only going to last a pre-planned 3 seasons, and save the real Janeway for the end of the series. Holo Janeway will go offline and somehow circumstances will lead to them feeling hopeless and defeated, only to be encouraged by the real Janeway who ends up there for some reason. Then they go do the thing and then they get to be provisional ensigns or get shipped off to the Academy at the end end.
...and then we get a Starfleet Academy show where one or more of these characters gets moved to live action and we get that sexy sweaty young adult college Star Trek we've been teased with for decades!
She would just delete it.
