Yes, I believe Bruce was in Scotland. Probably bought a castle there to honor the family roots. 
I've noticed that neither Kory nor Donna (nor Connor?) seem to be able to fly on the show. I wonder if that's for logistics or story reasons?

You don't really get it do you? The show is called "Titans". Not DC Universe. You say the same thing about every show, "where is character X?" Maybe someday they'll have the money and tech to do a show where every single DC character can appear and stumble over each other. But not today.

Well like the comics, you can assume the other heroes are busy doing what they are doing in their shows.
Plus it all depends on the severity of the situation.
