Yeah, there wouldn’t have been enough railing. Using the railing that was previously behind the captain in the other movies would only cover half of that front segment, and like you said, it would’ve blocked the blinkies. Instead of manufacturing another expensive curved wooden segment, they used the leftover “endcap” rail pieces (and probably manufactured two more, which I suspect would’ve been cheaper than the full curved segment, unless they had them handy) to create the stubs we see in the film.There was no railing at the front in TFF, but if they'd put the regular railing there (assuming there was enough to go around), it would have been right in front of the viewscreen blinkies. An imperfect solution — the front rail doesn't really go with the style of railing they'd been using since TMP — but it's probably what they could afford.
