Both characters are named after Mike's sister. They're not intended to be the same character.
Note how the character in the Season 8 referred to as "Cadet Beckett", meaning that's their last name, not first name.
Isn't it implied that it was the incident with shape changer that "broke" Mariner? She might have be a promising young officer getting better and better assignments with each new posting. Though I think she might have a had a mischievous streak even then.

She knows Riker fairly well, and a lot of insider knowledge about canon that only someone from the hero ship would know. It's possible that her dad and her mom were both serving on the Enterprise and that high level posting led them to their posting as Admiral and Captain respectively. Her mom was for sure, since she was Riker's "Chad'ich".Why? I believe her Mom served on the Enterprise, it is a far stretch that Mariner would've spent time since the Galaxy-class carried families.

It's also entirely possible that word of the events of Descent are only beginning to make the rounds years after it happened. I'd imagine everything to do with that episode was very hush hush with the higher ups in Starfleet.
And Beckett rejects promotions now due to an event but that doesn't mean she wasn't promoted before.Admittedly, Worf and O'Brien did, but did so while getting apparent promotions.
First, I'm assuming she was born in 2351, which makes her 30 as of season 2. I know there's a reference in season 1 where Boimler (who was 23 at the time) says "we're the same age."
I am curious as to where the name Mariner came from. Did she just adopt it as an adult to put distance between her and her parents? I had been assuming she was going by her father's name but I believe he has been named as Admiral Freeman some time this season.
