Given how paranoid the United Earth Defense Force was, it's possible that anyone not currently living on Earth is not considered a citizen.I don’t know if there’s a “Born on Earth” citizenship rule but if they were citizens in the 23rd century, there is probably no expiration date.
There’s probably at least a rule that children of citizens str citizens so the only non citizen humans are the ones who renounced their citizenship.
